CAUSE RACINE (Opus doctrine):
1. wiki-append stopped 12 avril because intent was chat-manual only (no cron)
2. wevia-master-api file_write NL intent missing -> simulation on write requests
3. wiki-mega-scan.py PermissionError on /opt/weval-l99/wiki/

FIXES:
- /opt/weval-l99/wiki-auto-append.sh + cron www-data 0 */4h (self-healing)
- /var/www/html/api/wevia-opus-write-intents.php with security whitelist
- chown /opt/weval-l99/wiki/ + rerun scan OK (945 files -> 1345 entries)
- wiki.html card appended (58 -> 60 cards verified Playwright)

VALIDATION:
- Playwright: 0 JS error, 200 OK, body=1 (no regression)
- WEVIA Master multi-agent: 25 agents hit (was 24, no regression)
- Enterprise status HEALTHY 6/6
- NonReg 153/153 (100%, 0 fail)
- wiki-sessions.md updated with 17avr synthesis (67 lines)

DOCTRINE: Anti-regression + strike rule (root cause not symptom) + zero orphan
